Yes, there are Bitcoin network fees when sending bitcoin from your River account. These network fees are small amounts of bitcoin given to miners to incentivize the confirmation of Bitcoin transactions on the network. River is not the beneficiary of the network fee.
It is important to note that these fees may be higher during periods of high transaction volume in the Bitcoin network. We calculate the network fee to target confirmation within 4 blocks (~40 minutes) of the request.
